I've been sending one a month since September (MailClock was featured on Postcrossing blog in September). I've noticed some times slots are coming back up for offer, so it seems people have been requesting but not sending. It could take a long time for him to have mail for every time slot. Also, there might be a caveat on the site about not publishing submissions elsewhere on the web. I'll see if I can find that information.
